Resolved Question: Can I apply to a Cebu College right before it starts in October?

I am specifically speaking about San Carlos and Southwestern University. If I come to Cebu, Philippines right now, this month, on September 22nd before school starts in October, how easy is it to get into South Western University or San Carlos University to get a master's degree in business or art? Is there a strict process or a long waiting period. I plan to go to Cebu this September, but I want to go stay longer so that I can go to college. What things to I need as a U.S. bachelor's degree graduate? Also, What things should I never forget to bring with me to Cebu for grad school? I know I need a transcript.
